About this opportunity

The U.S. Army Corps of Engineers, Louisville District, has published a Special Notice announcing its intent to sole source a microgrid and power generation infrastructure construction project at White Sands Missile Range in New Mexico. This is not a competitive solicitation, but rather a notice of the agency's intention to procure specific equipment and services from a single source. The notice identifies a particular pump specification—a Grundfos CRNE 20-8 A-P-A-E-HQQE vertical multistage centrifugal pump with integrated frequency converter rated at 20 HP, 260 V, 60 Hz—as a sole source requirement. Interested parties who believe they can meet or fulfill this requirement are invited to submit a capability statement for consideration. The Special Notice was posted on February 13, 2026, and represents an opportunity for contractors to demonstrate their ability to support this federal construction initiative.

Contractors wishing to participate must submit a detailed capability statement demonstrating their capacity to meet the specified requirements by the deadline of 2:00 PM Eastern Standard Time on March 2, 2026. All submissions must be provided in writing and include sufficient technical detail to enable the USACE to evaluate whether the interested party can perform the described work. There are no specific set-asides or eligibility restrictions noted, meaning all responsible sources are permitted to submit capability statements for agency consideration. The submission should be directed to Charity A. Mansfield at charity.a.mansfield@usace.army.mil. This Special Notice provides a pathway for vendors to compete for inclusion in the broader microgrid and power generation infrastructure project despite the agency's initial sole source intent.
