About this opportunity
The U.S. Agency for Global Media (USAGM) issued a notice of intent on September 11, 2026 to sole-source a contract for Medium Wave broadcasting services on 864 kHz for Radio Farda, with a comment period ending September 23, 2026. The sole-source authority rests on FAR 6.302-1 (only one responsible source), and USAGM intends to award to Global Emergency Media Ltd (GEMA), a radio broadcasting firm headquartered in London, England. USAGM has determined GEMA is the only known source capable of providing uninterrupted Medium Wave coverage into Iran from a geographically advantageous location while maintaining continuity of existing Radio Farda broadcasts operated by Radio Free Europe/Radio Liberty (RFE/RL). The transmission facilities and existing broadcasting infrastructure are essential to sustaining mission-critical programming delivery to the target audience without service interruption. The Office of Technology, Services, and Innovation requires this continuation. Period of performance is four months from date of award. NAICS code 516110 applies (Radio Broadcasting Stations); SBA size standard is $47 million average annual receipts. This is a notice of intent only and does not constitute a request for competitive quotes; the Government reserves discretion not to compete based on any responses received.
