About this opportunity

The Internal Revenue Service, operating under the Department of the Treasury Departmental Offices, has issued a Notice of Intent to Sole Source for web-based subscription services providing comprehensive commodity data through Kpler Terminal. This special notice announces the agency's intention to negotiate a sole-source acquisition with Kpler Inc. for marine traffic monitoring capabilities, including refineries and supply & demand analysis tools. The procurement is set aside for Total Small Business and seeks to acquire specialized intelligence services that will enable the Treasury Financial Intelligence unit, particularly the Office of Foreign Assets Control (OFAC), to track vessel movements and cargo transfers from sanctioned countries. The services are intended to support national security decision-making by providing detailed analysis of ship movements, ship-to-ship transfers, and global crude oil inventories. The contract would provide critical capabilities for monitoring potentially illicit cargo transportation from countries subject to U.S. sanctions, including Iran, Russia, and Venezuela.

The primary objective of this sole-source procurement is to equip Treasury Financial Intelligence with precise tracking capabilities for vessels transporting potentially illicit petroleum products, including comprehensive data on loading/unloading locations, ship-to-ship transfers, and destination terminals. Interested parties must submit responses by 12:00 PM EST on June 27, 2025, to demonstrate their ability to provide equivalent functionality to the specified Kpler services. Responses must include company identification information, DUNS number, CAGE code, contact details, and detailed descriptions of alternative products capable of meeting the government's requirements. The government seeks a 12-month contract starting approximately September 1, 2025, with no option periods, covering marine traffic monitoring, vessel tracking, commodity flow analysis, and AI-enhanced inventory management capabilities. Companies responding must provide sufficient evidence of their ability to deliver the same specialized intelligence capabilities, as the government will not seek additional information beyond what is initially submitted. This notice serves as the government's determination of whether to proceed with competitive procurement based on industry responses.
