About this opportunity
The New York District of the U.S. Army Corps of Engineers has published a Notice of Intent to award a sole source contract to Atlantic Detroit Diesel Allison (Stewart & Stevenson Power Products LLC) for marine diesel engine repair services. The notice was posted on January 16, 2026, and falls under the Commercial and Industrial Machinery and Equipment Repair and Maintenance category (NAICS 811310). This special notice serves as a formal announcement of the Government's intent to make a sole source award rather than conducting open competition. The contract pertains to maintenance and repair services for engines, turbines, and components (PSC J028). The agency is providing vendors an opportunity to challenge the sole source justification by submitting alternative proposals.
The primary objective is to secure engine parts and rebuild services for the P/B Hocking vessel located at the Caven Point Marine Terminal in Jersey City, New Jersey, specifically for Detroit Diesel 12V-71 propulsion engines, MG-312 marine transmissions, and Detroit Diesel 2-53 ship service generators. Atlantic Detroit Diesel Allison is being selected as the sole source because it is the only authorized Marine Detroit Diesel Representative in the Tri-State Area with the capability to provide genuine original equipment manufacturer parts and ensure rebuilt components conform to Detroit Diesel specifications. Interested vendors wishing to propose an alternative source must submit relevant data demonstrating their capability to meet these requirements by the February 2, 2026 deadline to matthew.e.lubiak@usace.army.mil. The Government is citing Federal Acquisition Regulation 6.302-1 as authority for this sole source procurement, based on the determination that only one responsible source can satisfy the agency's requirements. This notice does not constitute a formal solicitation or request for proposal but rather an advance notification of the intended award.
