About this opportunity
The U.S. Army Corps of Engineers, Louisville District has issued a Special Notice announcing its intent to award a sole source contract modification to Burns & McDonnell Engineers Company, Inc. for HVAC system design work at March Air Reserve Base in California. This modification falls under task order W912QR24F0180 for the KC-46A Alter B2327 Battery Shop project and is being pursued on a sole source basis because the work involves additional costs that exceed the original scope of the base task order. The notice is issued pursuant to Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) and represents a Firm-Fixed Price modification. The Army Corps of Engineers emphasizes that this is not a request for competitive quotes but rather a formal notification of their sole source intent. The work specifically involves designing a new Heating, Ventilation and Cooling (HVAC) system for Building 2327, covering the Consolidated Tool Kit area, administrative areas, and break room.
The primary purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a sole source award while providing an opportunity for other capable firms to demonstrate their qualifications. Interested contractors must submit capability statements, proposals, or quotations to Alex Hamilton at alex.j.hamilton@usace.army.mil no later than 11:00 AM Eastern Time on July 15, 2025. The requirement falls under NAICS code 541330, and all responsible sources are eligible to submit responses for government consideration. However, the notice clearly states that any determination not to compete the proposed acquisition based on responses received remains solely within the government's discretion. The information submitted will be evaluated only to determine whether the government should conduct a competitive procurement instead of proceeding with the planned sole source award.
