About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science issued a notice of intent to sole source preventative maintenance services for a JEOL Scanning Electron Microscope with EDS detection at the NOAA Hollings Marine Laboratory in Charleston, South Carolina, with a challenge period closing June 12, 2026 at 11:00 AM EDT.
NOAA justifies the sole-source award under FAR 13.106-1(b)(1)(i) based on JEOL's exclusive access to proprietary software operating the microscope and JEOL's patent rights to the Solid-State Dry EDS Detection Unit, with no authorized service providers available. The procurement falls under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34.0 million business size standard.
Interested parties may challenge this determination by submitting written documentation demonstrating capability to meet all requirements. Capability statements must be submitted via email to scott.beliveau@noaa.gov with subject line "Announcement Number: 1333MG-26-Q-0077" and received by June 12, 2026 at 11:00 AM EDT. NOAA will evaluate submissions solely to determine whether to conduct a competitive procurement; the Government retains sole discretion on that decision. Oral communications are not acceptable. All contractors must be registered in SAM prior to award.
