About this opportunity
The Department of Homeland Security's United States Coast Guard (USCG) has issued a Special Notice of Intent to sole-source a contract to Lockheed Martin Corporation for Maritime Communication Controllers (MCC) supporting Maritime Security Cutter, Large (WMSL) vessels. The notice, posted on May 5, 2025, with a response deadline of May 20, 2025, outlines the USCG's plan to procure fully functioning communication systems for their maritime platforms. Lockheed Martin is identified as the original equipment manufacturer and the only authorized distributor of the existing MCC system in the United States. The five-year contract will cover the procurement of MCCs, including maintenance, engineering tasks, and related training activities to sustain these critical communication assets. The agency emphasizes that Lockheed Martin uniquely possesses the proprietary data rights and methods necessary to produce parts meeting the latest requirements and specifications.
Contractors interested in challenging the sole-source determination must submit capability statements and rationale by May 20, 2025, at 2:00 P.M. Eastern Daylight Time to specified USCG email contacts. The notice requires that any response must provide clear and convincing evidence that competition would be advantageous to the government. Interested parties must submit a general statement of services, past performance information for similar work, and proof of capability to perform services on Lockheed Martin proprietary systems and equipment. The government retains sole discretion in determining whether to compete the proposed contract based on received responses. Oral communications are explicitly not acceptable in response to this notice, and the communication emphasizes that this is not a request for quotes or proposals, and no solicitation will be issued. If no affirmative written response is received, the USCG anticipates making the award to Lockheed Martin without further notice.
