About this opportunity
The Department of Veterans Affairs Veterans Health Administration is announcing its intent to sole-source award a Service-Disabled Veteran-Owned Small Business (SDVOSB) contract for an Alcon LenSx Femtosecond Laser System to the North Texas Veterans Health Care System, with a closing date of September 22, 2026. This procurement is restricted to SDVOSB firms under VAAR Subpart 819.70 and authorized as a sole-source acquisition per VAAR 819.7008 and FAR 6.302-5(c)(2)(ii).
The VA will award a firm-fixed-price contract not to exceed $5,000,000 for purchase, delivery, installation, verification testing, OEM-authorized training, and warranty and service support of one laser system with required accessories and consumables. The LenSx is an FDA-cleared femtosecond laser platform used for anterior capsulotomy, corneal incisions, and lens fragmentation during cataract surgery. Deliverables include the laser console, installation and acceptance testing, OEM training, user manuals, disposables, and full manufacturer warranty. The sole-source justification rests on proprietary technical capabilities including OCT-integrated OnAxis astigmatism guidance, ecosystem interoperability with ARGOS Biometer and VERION Image Guided System, the SoftFit hydrogel patient interface (less than 0.1% capsular tear rate), and proven clinical efficiency with multiple fragmentation patterns.
The awardee must be VIP-listed as SDVOSB and hold OEM authorization to sell, install, and service the system. The Government will establish pricing through OEM catalog analysis, comparison to recent VA procurements, and negotiation of installation and service components. The requirement will be synopsized and the justification posted per FAR Part 5 and FAR 6.305.
