About this opportunity
The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity, has published a Special Notice announcing its intent to award sole source contracts for the Lake Superior-St Marys Compensating Works Discharge Investigation. The notice indicates USACE plans to award firm fixed-price contracts to both Michigan State University and the University of Michigan under federal acquisition regulations that permit single-source procurement. Each contract will have an 18-month performance period beginning from the contract award date. The contracts will support research related to the regulation of Lake Superior's outflow, which is managed by the International Lake Superior Board of Control, a binational organization consisting of U.S. Army Corps of Engineers and Canadian technical agencies. This notice was posted on August 1, 2025, with responses due by August 15, 2025.
The primary objective of these contracts is to develop comprehensive physical and computational fluid dynamics (CFD) models to analyze water discharge through the Compensating Works gates at varying openings and water levels. The contractors will construct physical models crucial for validating CFD models due to challenges in obtaining sufficient field data, and develop methodologies to compute 95% confidence intervals for discharge measurements to ensure reliability of rating curves. Interested parties may submit capability statements to the points of contact, but must demonstrate clear and convincing evidence that competition would be advantageous to the government. The government emphasizes this is not a request for competitive proposals and reserves sole discretion in determining whether to compete the contract based on any responses received. All submitted information will be used only for planning and market research purposes, with no compensation provided for preparation costs and no acknowledgment of receipt or evaluation notifications to respondents.

The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity {HE CSA) intends to award a single-source contract under the authority of 10 U.S.C. 2304(C)(1) or 41 U.S.C. 253(C)(1) as implemented in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award of a firm fixed price contract will be made to University of Michigan. The anticipated contract will be firm fixed price and includes a period of performance of 18 months from date of contract award.
This Notice of Intent to award a Single Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest by providing a capability statement to both Points of Contact listed with this notice.
Description of the Requirement: The outflow of Lake Superior is regulated by the International Lake Superior Board of Control. The board is a binational organization consisting of members from the United States Army Corps of Engineers and Canadian technical agencies. The Board of Control uses a regulation plan to determine the outflow from the lake each month. The contractor will develop a physical model that will be crucial for validating the Computational Fluid Dynamics model due to the challenges of obtaining sufficient field data. The project will involve constructing a CFD model of the Compensating Works, in collaboration with the government, to determine discharge through individual gates at varying openings and water levels. Additionally, the contractor will develop a methodology to compute the 95% confidence interval for discharge, ensuring the reliability of the developed rating curves.
