About this opportunity
The Department of Energy's Western Area Power Administration (WAPA) intends to issue a sole source award to Reinhausen Manufacturing, Inc. for KY7A load tap changer retrofit services at Headgate Rock Substation in Parker, Arizona, with a response deadline of June 5, 2026. WAPA justifies the sole source selection under FAR 12.201-1 Simplified Procedures for Certain Commercial Items, citing that Reinhausen is the only vendor capable of providing the technologically advanced vacuum operated load tap changer bolt-on replacement and associated OEM parts and services required for this specific unit (serial number C-05324-5-1). The retrofit scope includes crew mobilization, pre-job safety briefing, pre-testing across multiple tap positions (power factor, bushings, TTR, winding resistance, insulation resistance), oil and core analysis, unit inspection and leak identification, oil draining and disposal staging, and extended dew point measurement. The contractor will stage equipment at the substation and may require temporary removal of arrester stand-offs above the load tap changer to complete the retrofit.
