About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for a sole source procurement to upgrade the emergency steering system on the NOAA Ship Henry B. Bigelow. The existing steering gear system lacks the capability to control the ship's rudder in the event of a power loss, which is a critical safety requirement. NOAA intends to negotiate a sole source contract with Kongsberg Maritime Inc., the original equipment manufacturer (OEM) who retains the proprietary rights and technical expertise for the necessary upgrade parts.

This Special Notice is not a request for competitive proposals, as Kongsberg Maritime is the only authorized source for the required repairs and upgrades to the steering gear system. However, other firms that believe they can provide equipment meeting the government's requirements may submit documentation within 15 days of the notice's publication. NOAA will evaluate any such submissions solely to determine if a competitive procurement should be conducted. The government reserves the discretion to maintain the sole source procurement based on the responses received.
