About this opportunity

The US Army Corps of Engineers (USACE) Mission Support Battalion issued a notice of intent to sole-source award a contract to IMPLAN LLC for economic data and multipliers, with a response deadline of August 24, 2026—15 days from publication. Any firm believing it can perform the required services may submit written evidence of competitive capability within that window; however, the Government reserves sole discretion to determine whether competition is advantageous and will evaluate responses for planning purposes only.

USACE seeks the most recent IMPLAN National Data Package subscription with cloud-based web services to support Regional Economic Development analysis across its Civil Works program. The requirement calls for full access to the IMPLAN National Dataset covering all industry sectors, state totals, and individual U.S. counties, with access for up to five designated users over a 12-month base period. The contractor must deliver data and services within seven calendar days of notice to proceed, with subsequent annual updates made available as released. The contract encompasses comprehensive customer service and technical support, including account setup, license access, troubleshooting, and API support, with all user inquiries requiring response within 48 hours.

USACE justifies sole-source treatment under 10 U.S.C. 2304(c)(1) based on IMPLAN LLC's unique position as the sole developer and vendor of the proprietary IMPLAN input-output modeling system—the industry standard for regional and industry-specific impact analysis. The Government documented that alternative vendors (REMI and RIMS II) were rejected due to insufficient granularity, limited customization, higher costs, and the prohibitive expense and recertification risk of migrating USACE's certified RECONS architecture to a different platform. Work is performed at the contractor's facility as non-personal services.
