About this opportunity

The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed contract extension to Deloitte Consulting LLP to provide ongoing support for Immunization Information Systems (IIS) in Houston, San Antonio, and the state of Texas. The CDC requires these technical support services for operations, maintenance, and enhancements to the IIS software, which is proprietary to Deloitte. The agency believes it is not feasible to have another contractor provide these services, as it would be disruptive and inefficient to have two IIS vendors supporting the same systems. The deadline for interested parties to submit capability statements, proposals, or quotations is 1 PM EST on May 15, 2024, and the agency will review the information to determine if other responsible sources exist that could provide this requirement.

This procurement does not have a set-aside designation. Deloitte Consulting LLP is the current incumbent contractor providing IIS support services directly to the jurisdictions. The contract value or budget range is not specified in the notice. The CDC is seeking to augment the technical support services for the IIS in these Texas jurisdictions, but the specific quantity of goods or timeline for services is not provided.

Notice text

The Centers for Disease Control and Prevention intends to award a sole source firm fixed contract extension to Deloitte Consulting LLP, 1919 N. Lynn Street Arlington, Virginia 22209-1742, in relation to it’s ongoing support of Immunization Information Systems for the following jurisdictions:

Houston Texas, San Antonio Texas, State of Texas.

This notice is provided in accordance with FAR 5.203(a).

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. Deloitte currently provides support for Immunization Information Systems for the jursidictions listed above via contractual relationships directly with these jursidictions. CDC needs to award contracts to augment technical support services for IIS in these jurisdictions. It is not feasible for CDC to award a contract to any contractor other than Deloitte. It would be disruptive and inefficient to have two IIS vendors or system integrators providing the same type of operations, maintenance and enhancement services to a single IIS. Additionally, Deloitte is the only entity capable of performing these services for the jurisdictions for which Deloitte provides IIS services because the IIS software it provides is proprietary. Therefore, the software and system changes contemplated in this requirement can only be performed by the software owner, Deloitte.

All responsible sources may submit a capability statement, proposal or quotation to Matthew Nelson, Contract Specialist, at mnelson2@cdc.gov, which shall be considered by the agency. The deadline for submissions is 1 PM EST May 15, 2024.

The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
