About this opportunity

The Army's Tobyhanna Division (ACC-APG) intends to execute a sole-source bilateral modification to increase the contract ceiling of IDIQ contract W51AA1-25-D-0001 for epoxy floor repair services by $500,000, with a capability-statement deadline of June 11, 2026. The modification will be awarded to the incumbent contractor, Cinteot, Inc., under FAR 6.302-1, as the incumbent is the only source capable of satisfying the requirement without substantial duplication of cost and unacceptable delays.

The current contract ceiling has been exhausted due to unforeseen increases in emergency facility maintenance requirements. The contractor provides rapid-response flooring repair, removal, prep-work, and installation services across Tobyhanna Army Depot, including 250-mil thick resinous flooring and concrete repairs to address tripping hazards and general failures. Work occurs primarily during normal business hours Monday through Friday, though historically 75% of repairs occur after 1630 and during weekends at the government's discretion. The Performance Work Statement establishes a minimum quantity of 500 square feet and maximum of 4,000 square feet of epoxy floor repairs over the five-year contract duration.

Though not a competitive solicitation, interested parties may submit a capability statement via email to the contracting officer by June 11, 2026, including company name, CAGE Code, UEI Number, and proof of active facility access clearances or ability to obtain them at Tobyhanna Army Depot.

Notice text

SUBJECT: Notice of Intent to Formally Modify Single-Award IDIQ Contract W51AA1-25-D-0001 to Increase the Contract Ceiling.

1. INTRODUCTION
ACC-APG, Tobyhanna Division intends to execute a sole-source bilateral modification to increase the contract ceiling of the single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for flooring repair and replacement services.

This contract modification will be executed under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) as implemented by 10 U.S.C. 3204(a)(1).

2. DESCRIPTION OF THE REQUIREMENT
The contractor shall continue to provide rapid-response flooring repair, removal, prep-work, and installation services across TYAD. The current contract ceiling has been exhausted due to unforeseen increases in emergency facility maintenance requirements. The Government requires an increase to the cumulative contract ceiling by $500,000.00 to prevent a critical gap in flooring repair services and maintain safe, compliant working environments for Government personnel.

3. REASON FOR SOLE SOURCE
The Government intends to award this ceiling increase on a sole-source basis to the incumbent contractor, Cinteot, Inc. In accordance with FAR 6.302-1(a)(2)(ii), the incumbent is the only source capable of satisfying this requirement without the Government incurring a Substantial Duplication of Cost and Unacceptable Delays.

4. SUBMISSION INSTRUCTIONS FOR INTERESTED PARTIES
This notice is not a request for competitive proposals. However, interested parties who believe they can satisfy the requirement are invited to submit a capability statement.

Capability statements must be submitted via email to the Contracting Points of Contact (POC) listed below no later than the Response Deadline.

Submissions must include:

  • Company Name, CAGE Code, and UEI Number.

  • Proof of active facility access clearances/credentials at Tobyhanna Army Depot or the ability to obtain them.

  • Evidence of technical capability and immediate mobilization capacity to execute flooring repairs on a rapid-response basis without disrupting active operations.

A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
