About this opportunity
The U.S. Army Corps of Engineers, Seattle District Office, issued a notice of intent to sole-source fish trap operations and biological sampling services to the Washington Department of Fish and Wildlife (WDFW) for the Howard A. Hanson Dam Green River smolt trap, with a comment period closing July 9, 2026. The justification under RFO 12.102(a) cites WDFW as the only reasonably available source due to existing non-federal cost-sharing agreements with King County and the City of Tacoma, specialized equipment ownership and operation of the floating trap, and established regulatory permits required for Endangered Species Act compliance.
Services include 24/7 trap operation as river flow permits, twice-daily catch sampling at dawn and dusk enumerated by species, age, and origin, trap calibration with external marking of sub-yearling Chinook for recapture efficiency estimates, collection of length and scale samples for age determination, data entry into juvenile trapping databases and Excel spreadsheets, and bi-weekly in-season reporting to Howard Hanson refill coordination conference calls. The requirement spans the 2026 season plus four option years through 2030 and has been ongoing since 2012. A sources-sought notice posted June 8, 2026, drew four commercial responses; however, none satisfies minimum requirements without unacceptable cost increases, equipment duplication, schedule delays, and compromise of a 26-year historical dataset.
Notice text
The U.S. Army Corps of Engineers, Seattle District Office, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with Washington Department of Fish and Wildlife (WDFW) for fish trap operations and biological sampling services. WDFW shall provide the following services:
• Trap Operation. The trap will operate 24/7 as river flow and debris levels permit. When operational, the trap will be fished and the catch sampled twice daily at dawn and dusk.
• Sample Catch. As river flow and debris levels permit, enumerate total migrants captured by species, age, and origin twice daily at dawn and dusk.
• Trap calibration. If sample catch is sufficient, externally mark a portion of the maiden captured sub-yearling Chinook, coho, and steelhead smolts for release above the trap, and subsequent recapture to estimate trapping efficiency for these species daily.
• Biological Data. When trap is operational, collect length and scales samples for age determination from a portion of the salmonids captured.
• Data input. Enter all collected field data into juvenile trapping database and excel spreadsheets for in-season reporting needs and future summarization, analysis and reporting.
• In-season reporting. Provide a summary of the status of the juvenile salmon outmigration immediately prior to each of the bi-weekly Howard Hanson refill coordination conference calls. This will be in the form of spreadsheet that will be e-mailed to each participant involved in the conference call. It will contain information on the number and species that have been collected to date and the immediate last couple of days catch and any observable trend in migration timing and magnitude.
The Contracting Officer has determined that WDFW is the only source reasonably available to perform these services in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold (SAT). As a Washington State sovereign agency, WDFW possesses statutory jurisdiction over state fishery resources and holds the mandatory federal and state ESA scientific take and handling permits necessary to operate fish traps and sample ESA-listed salmonids at Howard Hanson Dam. A redacted limited source justification will be attached to this post for more details. This procurement is being conducted under Simplified Acquisition Procedures under RFO 12.201-1. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available, and telephone requests will not be honored.
Interested parties may respond to this notice and provide evidence that competition will be advantageous to the Government in lieu of the statements made in the redacted limited source justification. Identify your interests and capabilities via e-mailed statements, but the senders bear full responsibility for ensuring complete transmission and timely receipt. All inquiries and concerns must be addressed, in writing to the Contract Specialist, Londres Medranda, at e-mail: londres.medranda@usace.army.mil.
The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action, based on this notice, is solely within the discretion of the Government.
