About this opportunity
The Department of State has issued a Special Notice announcing a sole source purchase order awarded to Hotel NH Collection Copenhagen for providing hotel accommodations during a Congressional Delegation (CODEL) visit from April 24 to April 26, 2025. The purchase order, valued at approximately USD 13,766.56, covered hotel rooms, secured parking, and meeting facilities for congressional members and their staff. Due to significant security considerations, the procurement was not publicly advertised in advance and was conducted under FAR 6.302-2 authority for Unusual and Compelling Urgency. The hotel was selected based on its ability to meet critical security, logistical, and operational requirements on short notice. The award was made within U.S. Government per diem rates and complied with the Hotel and Motel Fire Safety Act of 1990.
The primary purpose of this Special Notice is to transparently communicate the rationale behind a non-competitive acquisition for a time-sensitive and confidential diplomatic requirement. The notice serves as a post-award notification in accordance with FAR 5.207(c)(15) and is intended for informational purposes only, not as a competitive solicitation. Hotel NH Collection Copenhagen was chosen specifically for its strategic location and comprehensive capability to support the delegation's mission under urgent circumstances. No specific contractor eligibility criteria or future opportunities are outlined in this notice. The special notice effectively documents the justification for a sole source procurement, emphasizing the exceptional security and operational constraints that precluded a standard competitive bidding process. The procurement was completed using the NAICS category 721110 for Hotels and Motels and PSC category V231 for Lodging and Hotel/Motel services.
Notice text
The Embassy of the United States of America in Copenhagen, Denmark has awarded a firm-fixed-price, sole source purchase order in the amount of DKK 92,470.00 (approximately USD 13,766.56) to Hotel NH Collection Copenhagen (NH Strandgade Aps). This procurement provided hotel accommodations, parking, and event space in support of an official visit of a Congressional Delegation (CODEL) that took place from April 24 to April 26, 2025.
The services included hotel rooms for members of congress and accompanying staff, secured on-site parking, and meeting facilities to support official engagements. The requirement was not advertised in advance due to significant security considerations, which prevented public notification without risking the safety and operational integrity of the delegation.
This action was conducted under the authority of FAR 6.302-2, Unusual and Compelling Urgency. Hotel NH Collection Copenhagen was selected based on its ability to meet all required security, logistical, and operational needs on short notice. The hotel offered rates within the U.S. Government per diem, complied with the Hotel and Motel Fire Safety Act of 1990, and was in a location critical to the success of the delegation’s mission. These factors, combined with the time-sensitive and confidential nature of the requirement, justified the use of a non-competitive acquisition strategy.
This notice is being published in accordance with FAR 5.207(c)(15) to announce the award of a sole source contract using other than full and open competition. This posting is for informational purposes only and does not constitute a request for competitive offers.
