About this opportunity

The U.S. Geological Survey issued a notice of intent to sole-source a preventative maintenance service contract to Hitachi High-Tech America, Inc., with a response deadline of September 1, 2026. The USGS Energy, Minerals, and Geochemistry Laboratory in Reston requires firm-fixed-price maintenance services for a government-owned field emission scanning electron microscope (FE-SEM) and the proprietary Automated Material Identification and Classification System (AMICS) software that operates on it. The FE-SEM is manufactured solely by Hitachi, and only Hitachi-certified service engineers possess access to proprietary diagnostic tools, replacement components, vacuum system calibration protocols, and electron-optical alignment procedures necessary to maintain instrument performance specifications. Using non-OEM providers risks voiding the warranty, compromising instrument performance, and invalidating critical calibration benchmarks. AMICS is a proprietary software suite tightly integrated with Hitachi's FE-SEM platforms; Hitachi holds exclusive rights to source code, calibration data, system schematics, and classification algorithms. Only Hitachi service engineers possess the software access, system interface knowledge, and version-controlled update capabilities required for reliable maintenance. The procurement is conducted under commercial acquisition procedures per FAR part 12 (Revolutionary FAR Overhaul 12.102(a)).
