About this opportunity

The Federal Highway Administration (FHWA), a component of the Department of Transportation, has issued a Special Notice announcing its intention to pursue a sole source purchase order for a high-speed camera system from NAC Image Technology by MCAT for the Federal Outdoor Impact Laboratory (FOIL). The notice, published on May 16, 2025, outlines a procurement process for a specialized camera system with unique technical requirements. The procurement is being conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for non-competitive purchasing under specific circumstances. The camera system is critical for FOIL's operational needs, with specific emphasis on ensuring seamless synchronization with existing laboratory systems. The notice specifically highlights the proprietary nature of NAC Image Technology's software as a key factor in the sole source determination.

Contractors interested in potentially meeting this requirement are invited to submit detailed capabilities descriptions demonstrating their ability to provide a compatible high-speed camera system that can integrate with current FOIL systems and NAC Image Technology's proprietary software. The submission deadline is May 27, 2025, at 12:00 AM Eastern Time, with responses to be emailed directly to Jerrett Solven at jerrett.solven@dot.gov. While this is not a competitive proposal request, the FHWA is open to reviewing alternative solutions that can meet their precise technical specifications. The notice emphasizes that the primary objective is acquiring a camera system with specific synchronization capabilities essential for FOIL's research and testing operations. Potential respondents should carefully review the technical requirements and be prepared to demonstrate comprehensive compatibility with existing laboratory infrastructure.
