About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa, through the 31st Contracting Squadron, has issued a Notice of Intent to Sole Source for the procurement of Hammonds Fluid Powered Additive Injection Carts (FPAIC), specifically the AC800-2L-1P7-1P7 model. The equipment is required to support the 31st Logistics Readiness Squadron at Aviano AB, Italy, and will be used with the VIPER Kit to provide flexibility and efficiency for refueling operations by allowing necessary additives to be injected during hot refueling to regrade aviation fuel from Commercial Aviation JA1 to Military Specification JP8. The Government intends to award this procurement on a sole source basis to Hammonds Technical Services, Inc., citing that they are the only source certified by the Air Force Petroleum Office in accordance with Technical Orders 00-25-172 and TO 37A9-3-17-1 for use with the VIPER kit. This Sources Sought Synopsis/Request for Information is being issued to conduct market research and determine if competition is possible and advantageous to the Government. The response deadline for this pre-solicitation notice is September 20, 2025, and if no affirmative written response is received, the award will proceed without further notice.

This procurement does not utilize any set-aside designations and is classified under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Hammonds Technical Services, Inc. is identified as the intended sole source contractor based on their unique certification status as the manufacturer of the required FPAIC system. The procurement falls under PSC category 4320 for Power and Hand Pumps, reflecting the mechanical nature of the additive injection system that blends additives with aviation fuel during refueling operations. The Government's justification for sole source award is based on FAR 6.302-1, indicating that only one responsible source exists that can satisfy the agency's specific requirements. While the notice does not specify award values, budget ranges, or exact quantities, it emphasizes the critical operational need for this specialized equipment to support Air Force aircraft refueling operations using host nation refueling equipment at the Italian airbase.
