This Proposed Contract Action is published to notify potential sources that The Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service to Wide Eye Productions, Inc. for the GRAIP Lite Road Sediment Model Training Video Series in multiple locations for the Boise Lab located in Boise, ID.

This procurement is for the GRAIP Lite Road Sediment Model Training Video Series. GRAIP_Lite is a new forest road impact assessment tool built for use with corporate United States Forest Service (USFS) road data in Arc GIS. The tool was designed with the intention of making the analysis of road cumulative effects faster, easier, better documented, more defensible, and easier to modify. Analyses that took weeks can now take a few hours or less. The program is automated to allow easy input of alternatives and before-during-after presentation of the results in maps of the road and stream networks. The analysis and display process was developed cooperatively between USFS specialists, USFS Researchers, and Environmental Protection Agency (EPA) personnel.

Tasks:
2.1 Work with RMRS staff to develop training video script.
2.2 Work with RMRS staff to create a visual story for each of three videos.
2.3 Capture video of 3 minutes of interview footage at a remote site.
2.4 Capture 2 minutes of video on public lands of roads, streams and road erosion.
2.5 Create 1 minute of animated content that illustrate the functions of the model by adding layers of visual information. Initial frame showing 3-dimensional land surface, adding roads, adding streams, adding watershed boundaries, adding road segments, adding drainage points, and finally showing water routing from drainage points to the streams.

Qualifications:
1. Knowledge and experience on producing scientific educational videos.
2. Located close to the Boise Lab in Boise, ID.
3. Ability to use stock imagery of National Forests that the Forest Service can use to limit time and select good shots in the field.
