About this opportunity
The U.S. Army Corps of Engineers (USACE) Walla Walla District has published a Notice of Intent to Sole Source on November 13, 2025, for governor system upgrades to be awarded to Emerson Process Management Power & Water Solutions, Inc. This special notice announces the agency's intention to conduct a non-competitive procurement in accordance with FAR 13.501(a). The contract involves updating digital governor services across 31 hydroelectric generators located at six powerhouses within the Walla Walla District. USACE has determined that only Emerson possesses the capability to fulfill these requirements, as the company acquired American Governor Company (AGC), the original designer and installer of the existing governor systems. This notice is not a formal solicitation and does not constitute a request for competitive proposals.
The primary objective is to upgrade the existing AGC governor systems through programming updates, Human-Machine Interface (HMI) display enhancements, commissioning services, training delivery, and provision of Operations and Maintenance manuals and Computer-Aided Design drawings. Interested parties must submit written notification of their capability and interest to callie.rietfors@usace.army.mil by 10:00 AM PST on November 21, 2025, which serves as the sole deadline for this notice. There are no specific eligibility criteria beyond demonstrating capability to perform the required governor system services, though the government has already determined that Emerson is the sole source capable of meeting requirements. The contract is anticipated to be structured as a firm-fixed-price task order with a performance period extending from January 2026 through January 2031, supplemented by four optional renewal periods. Any information received from interested parties will be evaluated solely to determine whether a competitive procurement may be warranted for future requirements.
