About this opportunity

This Special Notice constitutes a Notice of Intent to Award a Sole Source Contract issued by the U.S. Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Installation & Technology Division, located at Aberdeen Proving Ground, Maryland. The notice announces the Army's intention to award a firm-fixed-price sole source contract under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for training services supporting the Nuclear Infrastructure Exploitation (NIX) program. The contract will be awarded to President & Fellows of Middlebury College in Middlebury, Vermont, which currently holds a blanket purchase agreement for training and development services. This sole source procurement is classified under NAICS Code 611310 (Colleges, Universities, and Professional Schools) and has a size standard of $35 million. The deadline for contractors to submit responses is January 16, 2026, which is five business days from the publication date of January 12, 2026.

The primary objective of this training program is to deliver a five-day, 40-hour training course for up to 25 participants covering operational procedures and safety requirements specific to industrial-scale nuclear facilities. Secondary objectives include building proficiency in NIX core mission competencies, which encompass nuclear infrastructure characterization, nuclear power plant assessments, packaging and transporting nuclear materials, collecting and transporting forensic samples, and conducting sensitive site exploitation operations on nuclear facilities. The contract is structured as a 12-month base period, and the place of performance must be an industrial-scale nuclear fuel cycle complex capable of accommodating up to 25 attendees in both classroom and operational training environments. Any contractor interested in challenging this sole source award determination must submit responses within the five-business-day window. The Government has deemed Middlebury College as the critical incumbent contractor based on its previous contract performance, which justifies the sole source award justification under FAR regulations.
