About this opportunity
The Department of the Army Alaska Army National Guard (AKARNG) published a Notice of Intent to Sole Source a comprehensive telecommunications and wireless services contract to GCI Communications Corporation on January 29, 2026. This special notice announces the government's intention to award a firm-fixed-price contract without competitive bidding under Federal Acquisition Regulation (FAR) 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements. The contract covers voice services, internet services, video services, and business support infrastructure for AKARNG operations. A Justification and Approval (J&A) document supports the sole-source determination based on the rural Alaska location and GCI's existing infrastructure capabilities. The notice clarifies that this is not a request for proposals or quotations, and unsolicited responses to this announcement will not be accepted.
The contract addresses AKARNG's requirement for continuous telecommunications services following the discontinuation of support under the State of Alaska Cooperative Agreement effective October 31, 2025. The awarded contract will consist of an eight-month base period with two optional twelve-month renewal periods exercisable at the government's discretion, with a total procurement value of $1,794,506.77. The scope encompasses 19 currently active accounts requiring service continuity, including analog line services, emergency dispatch functions, mobile telecommunications, internet connectivity, and related network support. Only GCI Communications Corporation, which possesses the necessary infrastructure to serve the remote location without incurring substantial delays and costs to establish alternative service infrastructure, is eligible to perform under this sole-source award. The Performance Work Statement specifies detailed requirements for mobile, landline, broadband, and satellite service capabilities, with invoicing submitted through WAWF with itemized monthly statements.

Action:
