Any interested party that believes it can meet NETL's requirement must provide evidence of capability in writing to Contract Specialist Arturo Manantan at arturo.manantan@netl.doe.gov by the September 16 deadline; telephone responses will not be accepted. The Government retains sole discretion to determine whether to conduct competitive procurement based on responses received.
