About this opportunity
The Department of Energy, National Energy Technology Laboratory (NETL) issued a Notice of Intent to sole-source a software maintenance and support (SMS) renewal agreement with AspenTech, with a response deadline of August 7, 2026 at 1:00 p.m. Eastern Daylight Time. The purchase order will cover the period October 1, 2026 through September 30, 2027, and is restricted to AspenTech on the basis that the maintenance agreement is proprietary to the software manufacturer. NETL states that without AspenTech SMS, the organization faces risk of failure or loss of historical data that would severely impact operational efficiency and prevent access to engineering software for research activities.
Any interested party believing it can meet NETL's requirement must submit written evidence of capability to Contract Specialist Shannon Lynch at shannon.lynch@netl.doe.gov by the deadline. The Government will consider responses solely to determine whether to conduct competitive procurement; receipt of responses does not obligate NETL to compete the requirement. Telephone responses will not be accepted. The procurement falls under Revolutionary FAR Overhaul Part 12 for commercial products and services.
