About this opportunity

The U.S. Army Contracting Command at Aberdeen Proving Ground has issued a Notice of Intent to Award a sole source contract for preventive maintenance, calibration, and repair services. This Special Notice, posted on December 11, 2025, pertains to electronic test equipment used for Electromagnetic Interference (EMI) testing at the Aberdeen Testing Center. The notice indicates the government's intention to award the contract exclusively to Keysight Technologies or an authorized representative due to the specialized and proprietary nature of the equipment. The contract will be structured as a Firm-Fixed-Price agreement and falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance). The solicitation emphasizes that only certified Keysight Technologies engineers are authorized to perform maintenance and repair services on the designated equipment.

The underlying objective of this sole source procurement is to ensure proper maintenance and calibration of specialized EMI testing equipment while protecting warranty coverage and maintaining original performance specifications. Interested contractors must submit responses by 10:00 AM EST on December 17, 2025, providing company name, capability statement, SAM CAGE Code, points of contact, and small business size standard information to demonstrate their qualifications. Eligible contractors must be certified by Keysight Technologies and authorized to use only Keysight-approved parts and components for any repairs or replacements. The contract includes a 12-month base period of performance plus two optional 12-month renewal periods, offering potential multi-year engagement opportunities. Potential bidders with questions should contact Rob Rogers at Robert.j.rogers41.civ@army.mil, though the government retains full discretion to compete the procurement if deemed appropriate.
