About this opportunity

The U.S. Army Corps of Engineers Louisville District has issued a notice of intent to award a sole source modification to EnSafe Inc. for maintenance activities at Operable Unit 4 Inert Disposal Area at the Iowa Army Ammunition Plant. The modification involves additional maintenance requirements including rip rap channel repairs, groundwater monitoring well repairs, survey marker repair and replacement, and floor drain installation and repair. These requirements were identified during routine inspections and an EPA RCRA Part B Permit five-year review conducted in FY24. The work is classified as out-of-scope because it involves additional requirements and costs beyond what was originally included in the base task order. The agency intends to proceed with this sole source modification under existing Task Order W912QR21F0314 pursuant to FAR 6.302-1(a)(2)(iii).

The purpose of this notice is to inform the public of the government's intent to proceed with a sole source procurement rather than conducting a competitive solicitation. Interested contractors must provide clear and convincing evidence that competition would be advantageous to the government by submitting responses to Alexa.L.Dukes@usace.army.mil no later than August 15, 2025, at 2:00 PM Eastern Time. Response requirements include company identification information, business size classification according to NAICS Code 562910 (Remediation Services), and detailed capability demonstrations. The government retains sole discretion in determining whether to proceed with the sole source approach or conduct a competitive procurement based on received responses. This notice explicitly states it is not a request for quotations or competitive proposals, but rather a transparency measure to allow potential contractors the opportunity to challenge the sole source determination.
