About this opportunity
This combined synopsis and solicitation requests a one-year renewal of an IEEE Xplore digital library subscription for the U.S. Army Research Laboratory. The subscription renewal is required to be delivered within one week of award. The Army Contracting Command at Aberdeen Proving Ground seeks to award a firm-fixed price commercial contract to the Institute of Electrical and Electronics Engineers as the incumbent provider under simplified acquisition procedures. Offers are due within three business days of the February 13, 2024 posting date. Evaluation will be based on responsiveness and timeliness of the proposal.
The solicitation utilizes NAICS code 519210 with no set-aside designation. It is for a single CLIN of one year's access to the IEEE Xplore digital library platform. The incumbent contractor is the Institute of Electrical and Electronics Engineers located in Piscataway, New Jersey. Place of performance will be at the Army Research Laboratory in Aberdeen Proving Ground, Maryland. Incorporation of standard FAR and DFARS clauses for commercial items along with simplified acquisition procedures suggest an award value below the simplified acquisition threshold.
