About this opportunity
The U.S. Army Corps of Engineers, Seattle District issued a Notice of Intent to Sole Source on July 20, 2026, for repair and overhaul services on the rotating group propulsion assembly of the 42' self-propelled barge Jackson, with a justification response deadline of July 29, 2026. Thrust Masters of Texas (TMOT) is the sole source; the OEM does not license other vendors to disassemble the propulsion assembly and requires TMOT service technician presence during work.
The 25-year-old rotating group (Model C104916) has experienced consecutive propeller seal failures, rendering the vessel inoperable. The acquisition covers one new TMOT Rotating Group (Model B121287) shipped to Mud Mountain Dam, factory overhaul and round-trip shipping of the existing legacy rotating group, and three days of on-site supervision by a TMOT-certified technician to oversee teardown and installation while ensuring warranty compliance. Total estimated cost is $65,000. Authority is cited under 10 USC 2304(c)(1) and RFO 12.102(a), with justification under RFO 13.101(b) based on exclusive licensing and unavailability of alternate sources.

The 25-year-old rotating group on the 42' Jackson vessel is experiencing consecutive propeller

Government-furnished legacy rotating group (Model C104916), and the services of an OEMcertified
technician to supervise the on-site removal and installation. The total estimated cost of
this action is $65,000.

TMOT is the Original Equipment Manufacturer (OEM) of the OD-150 TRNS propulsor unit
and its proprietary rotating group assembly.
1. Exclusive Expertise and Proprietary Data: TMOT is the only entity with the
proprietary drawings, tooling, and specific expertise required to overhaul the legacy
rotating group (C104916) to factory specifications. The manufacturer has stated that a
full inspection of the unit housing, prop shaft, and motor, along with the proper
