About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice of Intent to Sole Source a contract for specific lithium batteries used in acoustic Doppler current profilers with integrated echosounders (ADCP/Es). The notice is specifically targeting NortekUSA as the sole source provider for these specialized batteries, which will be utilized for marine ecosystem monitoring around the northern Antarctic Peninsula. The procurement is being conducted under Simplified Acquisition Procedures with a firm fixed price contract approach. This sole source determination is based on the unique and proprietary nature of the batteries, which are specifically manufactured for Nortek instruments with no available substitutes or alternative resellers. The batteries are critical for collecting ecosystem data, particularly for tracking Antarctic krill movement and providing density estimates to the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR).

Contractors interested in responding to this notice must submit a capability statement that includes comprehensive technical data and cost information demonstrating their ability to meet the requirement. The capability statements are due by Friday, March 28, 2025, at 12:00 p.m. Pacific Time and must be submitted via email to Zachary McKay at zachary.mckay@noaa.gov. All submissions must be in Microsoft Word or Adobe PDF format and total attachments must be less than 20 MB. The government emphasizes that this is not a competitive proposal request, and they retain sole discretion in determining whether to proceed with a competitive or sole source procurement. Responses will be evaluated solely to determine the potential for alternative sourcing, and submissions that are merely requests for documentation or ask questions will not be considered as valid responses. Contractors are advised to ensure email correspondence includes the Notice ID Number and to confirm receipt of their submission prior to the deadline.
