About this opportunity

The Department of Energy (DOE) Environmental Management Consolidated Business Center has issued a Notice of Intent (NOI) to award a sole source modification to RSI EnTech, LLC for Master Indefinite Delivery, Indefinite Quantity (IDIQ) Contract 89303020DLM000001. This special notice is not a solicitation but an official communication of the government's intent to extend the contract's ordering period by up to 12 months without increasing the contract ceiling value. The modification will be executed using statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole source procurement when only one responsible source can satisfy agency requirements. RSI EnTech currently provides comprehensive personnel, equipment, facilities, materials, and technical expertise for the DOE Office of Legacy Management Support Services (LMSS). The NOI aims to ensure continuity of critical mission requirements through 2029, including ongoing significant projects and new site transitions.

The primary objective of this special notice is to extend the current contract's ordering period with RSI EnTech, maintaining operational continuity for the DOE's environmental management initiatives. Interested parties must submit their responses to Contracting Officer Tamara Ludwig by June 5, 2025, with clear evidence demonstrating that the planned modification would not be advantageous to the government. While this is a sole source modification, the DOE intends to issue a competitive follow-on contract after the current contract's ordering period expires. Eligibility is currently limited to RSI EnTech, as they are deemed the only responsible source capable of meeting the agency's specific requirements. The modification supports the DOE's ongoing efforts in legacy management, covering critical projects and site transitions, and ensures uninterrupted support for environmental management activities. The NOI emphasizes the strategic importance of maintaining continuity in complex government infrastructure and environmental management projects.
