About this opportunity

The Department of Education has issued a Special Notice announcing its intent to sole source a contract for the Application and Eligibility Determination System (AEDS) to the incumbent contractor, General Dynamics One Source (GDOS). The notice pertains to a six-month contract focused on maintaining critical student aid system operations during a transition period. Specifically, the contract will cover Participation Management, an enrollment system for schools and partners, and support for the Central Processing System (CPS) Mainframe. The existing AEDS contract is preparing for closeout, and the new award will ensure continuity of partner enrollment support and facilitate the successful retirement of current systems. The contract will support the 2023-2024 End of Year reporting and IRS Statistical Study while preparing for the implementation of a replacement system called PartnerConnect 3.0.

The purpose of this Special Notice is to provide an opportunity for potential contractors to respond and demonstrate their capabilities, though the government intends to award the contract non-competitively to GDOS. Contractors interested in providing feedback or capability statements must submit their responses to Carolyn Dickens and DeBrian.Holmes by 11:00am Eastern Daylight Time on March 27, 2025. The contract will be a fixed-price arrangement covering four months of Participation Management Operations & Maintenance and two additional months for system decommissioning. Eligibility appears limited, as the government is specifically targeting the incumbent contractor for this transition period. The notice emphasizes that the government's determination not to compete the procurement is within its sole discretion, and any information received will be considered only for assessing competitiveness of future procurements. The approved Justification for Other Than Full and Open Competition will be posted on SAM.gov within 14 days after the award.

Notice text

The Award Eligibility Determination System (AEDS) contract has limited scope as the contract prepares for contract closeout. The contractor is operating and maintaining Participation Management, an enrollment system for schools and other partners to access FSA’s systems and exchange information with FSA through the Student Aid Internet Gateway (SAIG) until the replacement Partner Role Management (PartnerConnect 3.0) is released. The contract also maintains the Central Processing System (CPS) Mainframe so General Dynamics One Source (GDOS) can access data for the 2023-2024 End of Year reporting and the 2023-2024 IRS Statistical Study. The AEDS services and products will need to continue until PartnerConnect  3.0 is released and the CPS is decommissioned, and closeout activities performed.

Federal Student Aid (FSA) intends to award a new contract to the incumbent contractor for AEDS for 6 months which includes 4 months of PM Operations & Maintenance and an additional two (2) months to complete decommissioning/closeout.  The new award will be a fixed-price non-competitive contract with the incumbent, GDOS located at 3150 Fairview Park Drive, Falls Church, VA 22042 for  Participation Management and CPS/SAIG Help Desk (Participation Management calls) support, continued CPS maintenance during that six-month period, and the decommissioning of all AEDS products, systems, and services. The new contract will ensure that there are no disruptions to partner enrollment support, 2023-2024 reports are delivered, and the AEDS systems, services, and products are successfully retired.

A determination by the government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining competitiveness of future procurements.

Vendor comments or capability statements should be submitted to the Contracting Officer at Carolyn.Dickens@ed.gov with a copy to DeBrian.Holmes@ed.gov no later than 11:00am Eastern Daylight Time on Thursday, March 27, 2025 will be considered by the government. The approved Justification for Other Than Full and Open Competition will be posted on SAM.gov within 14 days after the award.
