About this opportunity
The Department of Homeland Security Office of Procurement Operations issued a Notice of Intent to Sole Source on June 10, 2026, announcing its intent to award a Firm-Fixed Price Blanket Purchase Agreement for a customized Freedom of Information Act (FOIA) Software as a Service (SaaS) platform called SecureRelease to Deloitte Financial Advisory Services LLP, with responses due by June 24, 2026. The sole-source justification rests on the position that only one source is capable of providing the products, services, or solutions required at the level of quality required because the offerings are unique or highly specialized. The acquisition is conducted under 41 U.S.C. 152(3), Revolutionary Federal Acquisition Regulation Part 8, and GSAR 538.7104-3(b)(1)(ii). The procurement includes enhancements to the platform featuring Artificial Intelligence tools. The anticipated period of performance spans one 12-month base period and two 12-month option periods. Interested parties may submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive; the Government will evaluate such responses solely to determine whether to conduct a competitive procurement. This notice is not a request for quotes or proposals, and the Government bears no responsibility for response costs.
