Notice text
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Filmetrics, a KLA Company, for the procurement of a F50-UV Thin Film Mapping System. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures.
The National Institute of Standards and Technology (NIST)/Center for Nanoscale Science and Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The Nanofabrication Operations Group of the CNST has the mission of advancing measurement science by providing researchers with rapid access to state-of-the-art, commercial nanoscale measurement and fabrication tools and methods, along with associated technical expertise, at economical hourly rates. It is well equipped to process and characterize a wide range of nanoscale materials, structures, and devices.
NIST requires the proprietary F50-UV Filmetrics system with a wafer mapping capability. NIST currently owns a Filmetrics F20 and a F40 system for thin film measurements. These instruments are essential thin film metrology tools for the users of the NanoFab, and the objective of this procurement is to enable the same users to make identical measurements with the added capability of mapping substrates and full-sized wafers.
NIST requires that the current user base of the F20 and the F40 tools be able to use the new F50 mapping tool without the need for any re-training for the mechanics of the tool or the software used to control the tool and analyze data.
Additionally, we require 100% compatibly between the systems for both measurements and hardware, to allow measurements between the systems to be correlated, the materials database needs to be standardized between the two systems.
Filmetrics is uniquely qualified to provide the necessary equipment, as they are the only source in which this equipment can be purchased from. Filmetrics materials database is propriety. Only the Filmetrics Thin Film Mapping System can meet our compatibility requirements to be used with the existing Filmetrics system already in use in the laboratory.
Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established manufacturing lead times.
The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
