SYNOPSIS:
NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of USFWS's proposed contract action. This proposed procurement is for items which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than September 03, 2014 8:00 am CST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
The US Fish & Wildlife Service intends to award a sole source contract to the Indiana Wildlife Federation based on FAR 6.302.1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to provide services to support and coordinate efforts to prevent invasive Asian carp from establishing in the Great Lakes. Requirements under this contract will be to work with the Asian Carp Regional Control Committee (ACRCC) and other stakeholders both in the Great Lakes and in the Mississippi River basins to advance the Great Lakes and Mississippi River Interbasin Study report (GLMRIS) released by the U.S. Army Corps of Engineers (USACE) in January 2014; Assist the U.S. Fish and Wildlife Service (Service) in the development of the annual report identified in Water Resources Reform and Development Act of 2014 (WRRDA 2014); Ensure bi-national (United States and Canada) coordination in sharing of Asian carp control effort information, including efforts under the national Asian carp control plan and assist in the development of the 2015 Asian Carp Control Framework, including interagency and intergovernmental coordination; and communication and outreach.
