About this opportunity

The United States Army Corps of Engineers Northwestern Division intends to procure Emerson governor products and services on a sole source basis to support hydroelectric operating projects across its Walla Walla, Seattle, Portland, and Omaha Districts. The procurement includes custom pump gears, custom unloaders, programmable logic controller software, bearing packs, and onsite commissioning, programming, training, and troubleshooting services from Emerson Process Management Power & Water Solutions, Inc., located in Pittsburgh, Pennsylvania. The justification for sole source procurement is based on the agency's determination that only one responsible source can satisfy its requirements, as the existing governors were designed and installed by American Governor Company, which Emerson acquired in 2020, thereby obtaining all proprietary information necessary for operation, maintenance, and repair. This notice is issued under Class Deviation 2026-O0017 and FAR provisions 6.103-1, and interested parties may submit written expressions of capability to callie.rietfors@usace.army.mil by January 28, 2026 at 10:00 AM PST. Submissions will be evaluated solely to determine whether a competitive procurement should be conducted for future requirements, and no formal solicitation or award will result from responses to this notice.

This procurement carries no set-aside designation and is directed exclusively toward Emerson Process Management Power & Water Solutions, Inc., the incumbent contractor through its acquisition of American Governor Company in 2020. The notice does not disclose a specific award value or budget range for the contract. No quantity of goods or service timeline parameters are specified in the notice, as the focus is on establishing sole source justification and determining whether competitive alternatives exist for future procurement actions. The pre-solicitation notice serves as an opportunity for potential competitors to challenge the sole source determination within the seven-day comment period ending January 28, 2026.
