About this opportunity

The Department of the Air Force Air Education and Training Command has issued a Special Notice regarding a sole-source firm fixed-price purchase order for emergency care educational materials. The notice, posted on January 27, 2025, outlines the intent to award a contract to Pearson Education Inc. for 1,500 units each of the 14th Edition Emergency Care Textbook, Workbook, and Review Plus App. The procurement will be executed using Simplified Acquisition Procedures under Federal Acquisition Regulation Part 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold. The contract falls under the North American Industry Classification System (NAICS) category of Book Publishers, with a small business size standard of 1,000 employees. Market research identified four small businesses capable of providing quotes for this requirement.

Interested parties have been invited to submit a narrative describing their capabilities and qualifications to fulfill the requirement by January 30, 2025, at 10:00 AM Central Time. Contractors must email their submissions to Jill Van Plew and Gary Beck, with the expectation of providing clear and convincing evidence that competition would be advantageous to the Government. The primary rationale for the sole-source approach stems from the publisher's anticipated price increase on February 3, 2025, and other contractors' inability to meet the Government's required delivery date. The notice explicitly states that it is not a request for quote or proposal, and the Government does not anticipate receiving additional responses. Any costs incurred in submitting a capabilities statement will not be reimbursed, and the determination to open the requirement to competition remains solely at the Government's discretion. The contract will be awarded to Pearson Education Inc., a large business, for the specified educational materials.
