About this opportunity
The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), Florida has issued a notice of intent to award a sole source contract for emergency berthing services to the Jacksonville Port Authority. This Special Notice pertains to the procurement of emergency docking facilities for disabled U.S. Navy ships during tropical storms and hurricanes as identified by the National Weather Service and NOAA. The contract falls under NAICS code 488310 (Port and Harbor Operations) with a small business size standard of $47 million and PSC code X1PZ for lease/rental of non-building facilities. The notice specifically addresses the need for contingency berthing at the JAXPORT Talleyrand Marine Terminal Wharf (TMT) for Naval vessels caught during scheduled maintenance at Naval Station Mayport, Florida when destructive weather approaches. Due to limited facilities in the Mayport and Jacksonville area, the Navy has identified TMT as the only safe mooring site for disabled vessels during hurricane conditions.
The purpose of this sole source procurement is to establish a necessary contingency plan to protect U.S. Navy ships that may be disabled during scheduled maintenance availabilities when tropical storms or hurricanes threaten Naval Station Mayport. Contractors have until August 1, 2025 to respond in writing to this notice, with responses required to be sent to Joseph Rojas and Harold Melton at their specified Navy email addresses. All eligible sources must provide clear and convincing evidence demonstrating their ability to meet the outlined emergency berthing requirements, and simple requests for documentation will not be considered valid responses. If no responses are received within fifteen calendar days after publication indicating that comparable services are available and more advantageous to the government, NAVSUP will proceed with the sole source award. This notice serves as an information-only announcement allowing potential contractors to challenge the sole source approach by demonstrating their capability to provide equivalent emergency berthing services.
