About this opportunity

The United States Marine Corps, specifically the Headquarters Marine Corps (HQMC) Judge Advocate Division, has issued a Notice of Intent to Sole Source Eclipse Software effective February 24, 2026. This Special Notice announces the government's intention to procure software support services on a sole-source basis from Advantage Software, the exclusive provider of Eclipse Vox and Eclipse Edit court reporting systems. The procurement falls under FAR Part 12 for commercial products and services within the Software Publishers NAICS category (513210). The notice period extends until March 3, 2026, allowing interested parties to submit comments or protests regarding the sole-source determination. The Marine Corps has determined that only Advantage Software can meet the agency's requirements due to exclusive licensing agreements and the necessity to maintain compatibility with the SCINet network environment.

The procurement objective is to renew and reinstate Anytime Support for the Judge Advocate Division's existing Eclipse Vox and Eclipse Edit court reporting systems, which are essential for recording and translating time-sensitive Military Courts-Martial records. The requirement covers 55 Eclipse Vox accounts and 20 Eclipse Edit accounts for annual renewal, along with reinstatement fees for 48 Eclipse Vox and 20 Eclipse Edit systems. Anytime Support includes one year of 24/7/365 unlimited technical support and access to the latest software updates and tools necessary for operational mission success. The March 3, 2026 deadline applies to any protests or objections to the sole-source justification; Advantage Software, as the sole authorized provider, is the only eligible contractor for this procurement. The Marine Corps commits to conducting recurring market research throughout the product lifecycle to evaluate alternative providers, with potential for full and open competition in the future if new or similar products receive approval for use on the SCI Network.
