About this opportunity

The Department of the Interior's Bureau of Reclamation has issued a Notice of Intent to Sole Source for a passive integrated transponder (PIT) tag scanner system at the Imperial National Wildlife Refuge. The agency intends to award a non-competitive contract to Biomark LLC of Boise, Idaho, for the design and installation of a monitoring system across six constructed backwater ponds. This procurement falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a small business size standard of 1,250 employees. The estimated contract value and anticipated award date is September 1, 2025, with performance extending through August 31, 2026. The acquisition will be conducted under FAR Part 12 Commercial Items and FAR 13 Simplified Acquisition Procedures as a Firm Fixed Price purchase order.

The system is specifically designed to monitor endangered razorback sucker fish populations as part of the Lower Colorado Region Multi-Species Conservation Program. The Bureau requires compatibility with existing tag frequencies and the Biomark web portal system to ensure data comparability across multiple monitoring sites. Although this is a sole source procurement, the agency will consider capability statements, proposals, or quotations from all responsible sources that can demonstrate their ability to provide the required Biomark LLC products and compatible system integration. Interested contractors must submit their responses by July 17, 2025, through the SAM.gov portal, with all communications directed to the designated contracting officer. The procurement is justified under FAR authorities 13.501 and 6.302-1, emphasizing the specialized nature of the equipment and system compatibility requirements.
