Notice of Intent to Sole Source
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS NCTC intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to:
NatureServe

The North American Industry Classification System (NAICS) code for this requirement is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting and Related Services. The object of this sole source award to NatureServe is to obtain proprietary species information and geospatial location data through a restricted access system called NatureServe Explorer Pro.
The Science Applications and Migratory Birds Programs requires access to animal species data, including location, of rare and at-risk species. NatureServe owns a collection of data that is sensitive in nature, quality assured, and protected from unwarranted release. NatureServe is an apolitical, non-profit conservation science and technology organization that coordinates a network of biological inventories, known as Network Programs, operating in all 50 states.
There is no other source of biodiversity data in the United States or Canada that compiles such complete and accurate data as the NatureServe Biodiversity Location Dataset (BLD). Access to the BLD will allow the USFWS to save hundreds of labor hours in data collection and quality control procedures, as well.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
