About this opportunity
NASA's Armstrong Flight Research Center intends to award a sole-source contract for the design, delivery, and integration of subsystem products for the Geometry Optimization and Sensing with Integration and Flight Test (GOSWIFT) system, which will culminate in a flight test campaign. The contractor will be responsible for delivering designs for review and hardware for implementation and flight test, providing subject matter matter expertise through engineering reviews, and conducting investigations of flight test performance with data analyses, lessons-learned documentation, and publicly releasable test results. The Government intends to acquire these services as a commercial product or service under FAR Part 12. The procurement is being pursued as a sole-source acquisition under FAR 6.103-1, which allows for sole-source awards when only one responsible source can satisfy agency requirements. Interested organizations have until 11:00 AM PDT on Wednesday, May 6, 2026, to submit capabilities and qualifications electronically to Jenni Schnarr (jennifer.schnarr@nasa.gov) and Tanjanica Jackson (tanjanica.s.jackson@nasa.gov), with submitted responses to be evaluated solely to determine whether the acquisition should be conducted on a competitive basis.
This procurement carries no set-aside designations. Texas A&M Engineering Experiment Station is the current intended sole-source awardee, having provided a supersonic flight test design study and planning work for adaptive geometries and LIDAR. No specific award value or budget range is disclosed in this pre-solicitation notice. The Government retains full discretion to determine whether to proceed with this acquisition on a competitive basis based on capabilities received in response to this notice. NASA Clause 1852.215-84 regarding the Ombudsman is applicable, and interested parties can reference the Center Ombudsman listing at the provided NASA link for additional procurement advocacy information.
