Responses are due by March 28, 2025, at 11:59 AM, to be submitted via email to Swati Jain at swati.jain2.civ@army.mil.
The contract is not set aside for any specific small business category and will be awarded under FAR 6.302-1 for "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The place of performance will be the Adelphi Laboratory Center in Maryland, with the contract focused on transitioning the RATE system from a prototype to an operational research platform. While specific award values are not disclosed, the scope involves comprehensive system enhancements, including on-site and remote maintenance, Hardware-In-The-Loop (HWIL) testing support, and custom radar scenario development. Deliverables will include monthly status reports, a final summary report, and a hardware delivery report. The contract falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code (PSC) of AC11 for National Defense R&D Services.
