About this opportunity

The U.S. Army Corps of Engineers, Detroit District, has issued a Notice of Intent to sole source a GSA Oasis+ Task Order to Noblis, Inc. for the Detroit Beneficial Use Assessment and Implementation Study. This special notice, posted on March 30, 2026, represents the agency's intention to procure services on a non-competitive basis under the authority of Revolutionary FAR Overhaul 16.507-6(b)(2). The announcement invites interested parties with directly compatible equivalent capabilities to submit written documentation demonstrating their ability to provide the required services. Only firms with qualifying capabilities may respond to this notice of intent, which is not currently a formal solicitation. The submission deadline for interested parties is April 13, 2026, at 2:00 p.m. Eastern Time.

The primary objective of this procurement is to identify and shortlist beneficial use pathways for dredged material from the Detroit River and validate industry availability to implement those pathways. This assessment is critical to creating and preserving capacity within the Pointe Mouillee Confined Disposal Facility to support continued dredging operations in the Detroit River, a vital connecting channel. Interested contractors must submit the firm name, CAGE code, point of contact information, and supporting documentation demonstrating relevant capabilities to the identified email addresses. The Government will evaluate all responses to determine whether to proceed with a competitive procurement process or maintain the sole source approach. Submissions must be made in writing, as oral communications are not acceptable responses to this notice of intent.
