Notice text
The Pacific Northwest Research Station (PNW), Pacific Wildland Fire Sciences Laboratory (PWFSL) – Seattle, WA intends to issue a firm fixed price, sole source award to Geospatial Measurement Solutions, 1841 4th Street Hood River, OR 97031 for Supporting the Development of Integrated Datasets for Fire Model Evaluation.
This procurement is being conducted under FAR Subpart 13.106-1(b)(1). To solicit to another source would create a significant loss in efficiency and potential additional costs to the Government as Geospatial Measurement Solutions (GMS) has significant and critical experience and knowledge required to create integrated (in space and time) observational-data sets on wildland fire behavior. This includes the creation of a database for the Witch-Guejito WUI fire. In particular, GMS integrated and performed quality assessments on the observational data from the Camp Swift research burns and made the data available through both the USDA Forest Service Research Data Archive and an ArcGIS online Story Map. Without this experience, there will be a significant loss of efficiency due to the ramp-up time needed to recreate the software needed to complete the tasks in this project and is therefore authorized under FAR 13.106-1(b)(1).
The anticipated award date is September 8, 2023. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $19,000,000.00. A determination by the Government not to compete this requirement was based market research. A solicitation will not be issued. Oral communications are not acceptable in response to this notice.
