About this opportunity

The Millennium Challenge Corporation (MCC) has published a Notice of Intent to Sole Source for Data Management Services related to the MCC Evidence Platform. This special notice, posted on December 8, 2025, indicates that the government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The procurement action supports the continued operation and maintenance of the MCC Evidence Platform, a public website and virtual data enclave that hosts MCC's knowledge products, studies, and datasets. The notice provides an opportunity for interested parties to demonstrate their capability and submit evidence that competition would be advantageous to the government. This action has been posted to allow for transparency and to invite any responsible sources to present alternative proposals or capability statements.

Interested contractors must submit their quotations or capability statements via email to Walter Pemberton and Jacqueline Naranjo by December 22, 2025 at 12:00 PM ET, with "Data Management Services (MCC Evidence Platform)" included in the subject line. Any response must provide clear and convincing evidence that competitive procurement would benefit the government and would not be prohibitively costly or time-consuming. All responsible sources are eligible to participate and submit proposals, with no set-asides applied to this opportunity. The justification for the sole-source approach has been provided in the attached JOFOC document, which outlines the rationale for this non-competitive procurement action. The government retains sole discretion to determine whether to proceed with the sole-source award or conduct a competitive procurement based on responses received.

Notice text

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). Interested parties may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for proposals or quotes; however, any and all responsible sources may submit a quotation or a capability statement, which, if received within fourteen (14) calendar days of the publication of this notice, shall be considered by MCC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government.

Any quotation/response must be e-mailed to Walter Pemberton (pembertonwe@mcc.gov) and Jacqueline Naranjo (naranjoj@mcc.gov) by 12:00 PM ET on December 22, 2025.  All responses must have “Data Management Services (MCC Evidence Platform)” in the subject line of the email.  Phone calls/voice mail messages will not be accepted and will not be returned.

In accordance with FAR 6.305, the draft justification for other than full and open competition (JOFOC) supporting this action is attached to this synopsis.
