About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice of Intent to Sole Source a firm fixed purchase order for EZPass tolling services with the Maryland Department of Transportation. The notice, posted on May 7, 2025, relates to a one-year renewal of electronic tolling system accounts for official government vehicles. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures, with a specific focus on obtaining 12 months of tolling service for DEA vehicles. The solicitation is identified by reference number D-25-WA-0040 and covers the period from October 1, 2025 to September 30, 2026. The agency has determined that EZ-Pass Maryland is the sole vendor for tolling facilities in the state.

Contractors interested in providing an alternative solution are invited to submit a written response describing their capabilities by May 13, 2025, at 10:00 AM EST, directly to Teresa Roshau-Delgado via email. The award will be based on lowest price/technically acceptable criteria and is designated as ALL or NONE/BRAND NAME ONLY. While the notice encourages interested parties to respond, the government retains sole discretion in determining whether to compete the proposed contract acquisition. Respondents should be aware that the government is not obligated to acknowledge receipt of submissions or provide feedback. The primary justification for the sole source approach includes the cashless tolling option's lower rates and its ability to enable faster agent travel and emergency response. Potential contractors must understand that submitting information does not guarantee contract award, and the government reserves the right to use submitted information for any legally appropriate purpose.
