About this opportunity

The U.S. Army Corps of Engineers, Louisville District, has published a Special Notice announcing its intent to proceed with a sole-source procurement for repair services on a Cummins generator located at Monroe Lake, Bloomington, Indiana. The generator, Model DSFAA-8746821, is experiencing operational issues including no power to the panel and failure to start, which has been attributed to a defective control board. The procurement will be conducted under FAR 13.106(b)(1)(i) and involves replacing the control board, Part Number 327-1379-02 (PCB ASSY BASEBOARD), and performing all associated restoration work. The Army Corps has identified Cummins Sales and Service as the sole source for this specialized repair work due to the proprietary nature of the electronic control board. This notice serves as advance notification to the contracting community of the agency's intention to award this contract without full and open competition.

The purpose of this sole-source procurement is to restore the Cummins generator to full operational status in accordance with manufacturer specifications, with work to include diagnostic testing, control board replacement, operational verification, and comprehensive service reporting. Contractors interested in this opportunity must submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE) by September 10, 2025, just one day after the notice publication. Eligibility requires active registration in the System for Award Management (SAM.gov) with a valid CAGE code, though the procurement appears to be structured as a small business set-aside under NAICS code 238210 (Electrical Contractors) with a size standard of $19 million. The work must be performed by certified Cummins technicians to ensure proper functionality, warranty compliance, and adherence to manufacturer specifications. The justification for sole-source procurement is based on market research confirming that only Cummins can provide the specialized electronic control board and associated services required for this particular generator model.
