About this opportunity
The U.S. Customs and Border Protection (CBP), under the Department of Homeland Security, has issued a Notice of Intent to Sole Source for the procurement of Cellebrite software license renewals and equipment. CBP intends to award a firm fixed price contract to Cellebrite Inc., located in Vienna, Virginia, for sixteen Cellebrite INSEYETS Ultimate and Unlimited license renewals. The agency has identified Cellebrite as the sole manufacturer of this specialized digital forensic software and the only company capable of providing the necessary license renewals. The total estimated contract value is $2,064,830.32, covering a base year from September 30, 2025 through September 29, 2026, with three optional one-year extensions potentially running through September 29, 2029. This procurement falls under the NAICS code 541519 for Other Computer Related Services and will support CBP's Air and Marine Operations, U.S. Border Patrol, and Laboratories and Scientific Services Directorate.
The primary objective of this sole source procurement is to acquire specialized law enforcement sensitive software that provides unique capabilities for data extraction, including consolidation, unlocking, extraction, automation, decoding, parsing, examination, reporting, and management of electronic devices with advanced security features. Contractors who believe they can meet the requirements must submit capabilities statements to the Contract Specialist at nykia.warren@cbp.dhs.gov by the response deadline of September 23, 2025. The software is classified as "Law Enforcement Sensitive" and Cellebrite maintains exclusive agreements with mobile device manufacturers along with proprietary methods for accessing encrypted or locked devices. Electronic delivery of licenses and equipment is required within 30 days of contract award. CBP has determined that no alternative sources are available to fulfill this specific requirement, though the agency continues to seek opportunities to remove barriers to value-enhancing competition where possible.
