About this opportunity
U.S. Customs and Border Protection announced a notice of intent to sole-source three LightLab3 portable cannabis analyzers and warranty from Orange Photonics, Inc., with a response deadline of September 15, 2026. This procurement is set aside for total small business and is authorized under FAR Revolutionary FAR Overhaul 12.102(a). CBP's Laboratories and Scientific Services division requires these analyzers for field laboratories, forward-operating laboratories, and mobile operations. CBP determined that the LightLab3 is the only equipment meeting the agency's technical requirements, law enforcement standards, and cybersecurity criteria; alternative analyzers either employ spectroscopic techniques detecting fewer cannabinoids or require external connectivity that introduces cybersecurity vulnerabilities. Delivery is due within 30 days after award. Responsible sources who believe they can meet the requirements must submit a capabilities statement to Contracting Officer Caitlin M. Jenkins at caitlin.m.jenkins@cbp.dhs.gov by the response date. The Government retains sole discretion to compete or not compete this proposed action based on responses received. Interested sources must appropriately mark proprietary information and bear their own cost for submission.
